Preservation Compact Collaborative Framework

The Preservation Compact

  • Unique partnership includes public, private and community stakeholders who care about affordable rental preservation.
  • Collaborative structure leverages diverse expertise to forge strategies.
  • Information hub helps partners navigate and clarify preservation resources.

Partnership

The Preservation Compact is a collaboration of partners committed to preserving affordable rental housing. Partners include all levels of government – federal, state, county, city, housing authorities – as well as for profit developers, nonprofit developers, lenders, civic groups, and tenant advocacy groups.

The diversity of our partners is our strength: instead of working in isolation, a cross-sector of partners ensures broad support for successful strategies and policies.

The Compact is housed at Community Investment Corporation (CIC), a non-profit CDFI that has financed affordable rental housing for 35 years. With an exceptional platform of experience, CIC provides a vibrant, supportive atmosphere for the Compact.

Strategy Development

The Preservation Compact structure leverages partners to drive strategies

  1. A leadership committee is comprised of leading practitioners who:
    • Identify preservation challenges and gaps in the marketplace,
    • Guide strategy development, and
    • Align Compact activities to reflect the marketplace.
  2. Working groups explore issues and shape new strategies. Each working group topic is grounded in research and analysis.
  3. Staff works with partners to complete tasks and serve as a resource.

Resource

The Preservation Compact serves as an Information Hub

  1. Program and resource expertise: The Compact translates complex preservation resources and models into usable, tangible tools for community groups and practitioners.
  2. Making connections: The Compact connects stakeholders who may not otherwise see eye to eye, or naturally cross paths in order to share information and collaborate. Effective preservation demands the whole picture – the tenant perspective, the developer’s spreadsheet, and the view from City Hall.

This Preservation Compact structure delivers:

  1. Concrete policies
  2. Innovative financing programs
  3. Affordable units being preserved, and
  4. One-stop shop for preservation information.
