Investigate, Inform, Innovate to Preserve Affordable Housing
Given limited federal resources to respond to the growing affordability crisis, we need innovative local strategies to preserve Chicago’s neighborhoods, community development experience, and history of innovation make us the perfect city to act as a laboratory for new preservation strategies.
The Preservation Lab combines applied research with deep stakeholder engagement to investigate complex topics, and develop strategies to break through the challenges.
The Preservation Lab is co-directed by The Preservation Compact and Institute for Housing Studies at DePaul University (IHS). The Lab builds on the Compact’s track record of creating and deploying affordable rental strategies, and IHS’s deep commitment to providing reliable, impartial, and timely data and research to inform affordable housing policy.

The Compact and IHS maintain a strong and diverse network of leaders from a variety of disciplines and expertise, including government agencies, non-profits, building owners, and tenant advocates, that shapes the work of the Preservation Lab. The structure includes:
- Topics focus on furthering preservation strategies and policies.
- Community stakeholders help determine and select relevant topics and ideas.
- Topics are informed by data collected and analyzed by IHS with community input.
- Roundtables include community stakeholders to provide a diversity of perspectives on the topic.
- A final report summarizes analysis, findings from community engagement, and recommendations.
- Conclusions in the final report can inform policy and programmatic decisions for local and national government and housing partners.
