Intergovernmental Coordination
Affordable housing involves by a complex web of local, state, and federal programs. When the agencies overseeing those programs work in concert, alongside community organizations and tenant advocates, the impact is far greater than any one agency could achieve alone. Aligning public agencies around shared goals and clearer communication creates faster decisions, stronger oversight, and better outcomes for the residents and communities.
When the Preservation Compact launched, one of its founding strategies was establishing the Interagency Council to convene public agencies and tenant advocates to break down silos and improve coordination across housing stakeholders. This effort has since grown to encompass Joint Compliance efforts, Emerging Issues, and deeper partnerships with pubic agencies and tenant advocacy organizations.
Today, the Preservation Compact continues to trailblaze public agency coordination by convening the right leaders around the same table creating the conditions for faster decisions, shared accountability, and better outcomes for residents and communities. This work includes:
- Preserving at-risk affordable housing
- Public agency coordination and oversight activities
- Cross-cutting preservation policy and strategy
To support these coordination efforts, the Preservation Compact has developed a set of resources including an interactive map showing the location and subsidy information for assisted properties across Illinois, as well as a consolidated timeline and summary of Illinois and Chicago preservation laws.

Rental Assistance Coordination Continues
Since the beginning of the year, The Preservation Compact has facilitated meetings with IHDA, the City of Chicago, and Cook County to coordinate emergency rental assistance programs.
