HUD’s Green and Resilient Retrofit Program (GRRP) Updates
HUD’s Green and Resilient Retrofit Program (GRRP) provides once-in-a-lifetime funding to invest in energy efficiency and climate resiliency retrofits in HUD-assisted Multifamily housing, improving the quality of the units for tenants and reducing utility costs for owners.
Last month, HUD published changes to offer more flexibility and clarity for applicants, including increasing disbursement amount during the project construction period for all programs, providing clarity on when Davis-Bacon wages are determined, and administrative elements for each program. Each of the three programs offered through GRRP are designed to help meet housing providers where they are in exploring energy efficiency upgrades for their buildings. Read more about each program below – the program’s rolling deadlines are fast approaching!
Offers funding for deep retrofit needs for properties with the highest need – HUD offers support to walk building owners through every step of the process, making the program accessible to owners regardless of green-building expertise.
Offers up to $20 million per property or $80k per unit.

Offers gap financing to materially advanced building owners to add qualifying climate-resilient investments to an existing transaction.

Offers funding for ambitious owners perusing advanced green certification, including certifications from LEED, PHIUS, and other organizations.
